Discussed Solo Requirements.

• Reestablish the practice where new students must purchase Glider Basics, From First Flight to Solo and the Soaring Flight Manual when beginning instruction.

Discussed 90 Day Solo Endorsements.

• The flight portion for students will, at a minimum, consist of the Private Pilot PTS maneuvers.
  
• New students will be notified at their first 90 day endorsement of the requirement to provide their Private Pilot Written Test results at the time of their second 90 day endorsement.
  

Discussed procedures for aircraft progression.

• Possibility of implementing a minimum time requirement (50 hours?) of solo flight time to fly the Pilatus. The thought being that anyone with that number of hours should already be a Private Pilot.
  
• Are solo student flights appropriate in the Blanik? The main purpose of the Blanik is to give “high performance” rides.
  

Discussed the need to implement a plan for existing students.

• Set a time frame (July 4, 2002?) for the newer, stricter set of rules that apply to new students to apply to existing solo students. This would give existing solo students the opportunity to upgrade their ticket before a restrictive policy – such as 50 solo hours for the Pilatus – goes into effect for them.

Discussed procedures for aircraft progression.

• Proposed the following minimum requirements for aircraft progression:

  10 solo 2-33 to move to the 1-26. (20-25) 1-26 flights plus (3-5) dual flights in the Blanik (or similar retractable gear aircraft) to move to the Pilatus.

Discussed tow release procedures.

• Students must clear the airspace left & right prior to release.
• Students will execute a level or climbing right turn after release

Established recurring CFIG Meetings on the first Friday of each month.

Old Business.

• Minutes of the April CFIG meeting were read.
• April Action Items covered:
  1. Mike Havener presented the LESC SOLO MANUEVERS Checklist draft. This document was accepted with changes to include a revision number and changing the Blocked Runway item to Emergency Landing Options.
  2. Ernie Pearson wasn’t in attendance. His April Action Item to produce a draft Post Solo Recommendation Checklist was deferred to the June meeting.
  3. Jim Martellotti presented the LESC CFIG Fee Schedule draft. This document was accepted with changes include $20 per scheduled 1.5 hour block.
  4. Gary Bushouse reported he had contacted the Board on the possibility of a daily guarantee for the duty CFIG. This item has been tabled until the club is on a more stable financial footing.
  5. Gary Bushouse prepared and submitted the GLIDER QUALIFICATION AND CHECKOUT REQUIREMENTS to Kevin Wayt for incorporation in the LESC SOP. This document was accepted with modifications to change references to “Licensed Pilot” to “Licensed Glider Pilot” (Kevin Wayt will make these modifications).

• Kevin Wayt brought up the issue of re-enforcing the need to check the registration on aircraft before flight. The consensus was to go back to basics and teach AROW.
• The suggestion was made to schedule BFRs at 2.5 hours, and to include a written test. The consensus was that the Pre-Solo written test could be used for this purpose.
• Jim Martellotti is going to be needing to take some time off from instructing. Since Mike Havener is covering Sundays, and Scott Geil would like to be mentored for a while before covering days by himself, Gary and Jim have worked together to cover May. Future scheduling will be addressed at future CFIG meetings.
• Jim Martellotti raised the issue of official 90 day Solo Endorsement Procedures. It was agreed that a 90 day Solo Endorsement would consist of all the Private PTS Maneuvers (Galen style).
• CFIGs need to be more diligent in recording notes on the back of the Pre-Solo Checklist. This gives all of us some more insight as to what need attention for each student.
• The GLIDER QUALIFICATION AND CHECKOUT REQUIREMENTS require a written test.

  Action Item – Gary Bushouse to create drafts for all aircraft.

• Aerobatics in any LESC aircraft will require a special check out.

  Action Item – Gary Bushouse to update the GLIDER QUALIFICATION AND CHECKOUT REQUIREMENTS.

  2. Gary Bushouse was unable to create written test drafts for both 1-26s and the Pilatus due to the lack of weight and balance data (we need to get Larry Perkins to do this for us). For now, students will be required to study the manuals for these aircraft.
  3. Gary Bushouse completed the update the GLIDER QUALIFICATION AND CHECKOUT REQUIREMENTS regarding aerobatics.
     
  4. Kevin Wayt has included Gary’s changes in the SOP.
     
  5. Mike Havener printed copies of the Welcome letter and delivered them to Bobbi.
  6. Mike Havener printed copies of Galen Fisher's checkride letter and filed them in the clubhouse.

New Business.

• There is a Civil Air Patrol encampment weekend in July. The particulars of this weekend still need to be worked out with Ernie Pearson.
• The subject of invalid logbook entries (as mention in the newsletter was discussed. The procedure will be for the instructor to audit the logbook, make copies of any erroniuos entries and provide them to Gary Bushouse. Then line out the entries and adjust the student's total time accordingly.
• Jim Martellotti has created a very nice Solo Endorsement lable to be afixed in student logbooks.

  Action Item - Jim Martellotti to provide an electronic copy to Mike Havener for inclusion in the web site archive.

• Kevin Wayt will be adding addendums to the S.O.P. with items such as Galen Ficher's Checkride Letter.

• The issue of pilot recenct experience was discussed. It was determined that if any pilot has been away from LESC for more than 3 months, they will be require a review from a CFIG before flight privledges will be restored. At the descretion of the CFIG, a field check ride may be required.
• To enforce the recency issue, a system where pilots must check in must be put in place. The model used at Warner Springs was discussed as a possible starting point. There pilot checks in and receives a tow card if they meet the requirements to fly that aircraft for that day. The tow card then must be showed to the tow pilot before each tow.

  2. Mike Havener has provided the New Student Package to Kevin for inclusion in the S.O.P.

New Business.

• Kevin Wayte brought up the issue of pilot attitude and judgment patterns. He has discussed these topics with certain members exhibiting aggressive, hostile and faulty judgment patterns. We must also address the solo student preparations for solo flight, in particular weight and balance must be checked by the CFIG prior to solo flight authorization.

• Gary Bushouse brought up the issue of pilots taxiing into or in the direction of the tie downs. This cannot be aloud to continue. Everyone must be held to the same standard, we cannot allow some members to do it while others are chastised.

• Bob VanHouten forwarded an email to Mike Havener about Dave Bowden who is a new member and is a CFIG and wants to tow. Ernie Pearson knows Dave and highly recommends him, so he will be included in future LESC CFIG correspondence.

  Action Item - Mike Havener to contact Dave Bowden and bring him up to speed on our training procedures and help him get on the training schedule.

• Gary Bushouse brought up the issue addressed at last months meetings concerning a Tow Ticketing system. Many of the issues cannot be addressed without such a system. Kevin Wayte had approached the Board with the proposal. However, they have bigger problems to handle at the moment.

• Gary Bushouse mentioned that 2 of the 2-33s have a battery built into them. This was originally intended to help with the radio/battery situation. This option should be reevaluated.

• July Action Items covered:
  1. Ernie Pearson is still working on his April Action Item to produce a draft Post Solo Recommendation Checklist, so this was deferred to the August meeting.

New Business.

• A general discussion was started regarding the incident where a solo student pilot was pre-flighting a glider after another solo student pilot (who was running the desk) signed the Solo Student Sign In Sheet for him. This is a major breach of the FARs not to mention our insurance. To prevent such incidents from occurring in the future, anytime this behaviour is exhibited, any and all pilots involved will have their solo privledges revoked and will be reported to the FSDO for disiplinary and or certification action by the FAA and NTSB. We cannot allow this to continue!

• The issue of a tow ticket system was once again brought up. This ball is in Boards court.

  Action Item - Gary Bushouse will draft a letter to the Board outlining our concerns. If the Board fails to respond or take action, there will be no alternative than the CFI staff taking whatever action is deemed appropriate.

• The need for a Cheif CFIG has been brought up numerous times. The Board would like to see a single point of contact to be responsible for running the school. The majority of the CFIGs present felt no need to have a Cheif CFIG, and decided that instead to handle things as a group.

• CFIG coverage has been a growing concern. We have a many members complaining that they cannot get scheduled with a CFIG. We need procedures in place to bring new CFIGs into the group. This isnot simply signing them up! It was recomended that any new CFIG (those who havenot been attending the CFIG Meetings) be required to have a check flight with 2 existing CFIGs. Then they will be required to come up to speed with our training procedures. A recomendation will then be made to the Board so that the new CFIG can be extended the dues policy as it applies to all LESC CFIGs.

  Action Item - Mike Havener to put together a familurization package to be reviewed by prospective CFIGs.

• Richard will need to take some time off in the coming weeks (months?) to care for Kareen. Gary and Ernie will work together to cover Saturdays while Richard is away.

• There needs to be some training and standardization for the line personel. We need to ensure that they use the appropriate signals and procedures when working the line.

• August Action Items covered:

  1. Ernie Pearson's April Action Item to produce a draft Post Solo Recommendation Checklist was reviewed and approved. Gary Bushouse had created a new checklist with Ernie's input. Gary also created a new checklist for pre solo using the same format. These checklist will document all maneuvers for every flight and will be more effective in tracking a students progress than the previous system. Both checklists are to be used effective this date.

  2. Mike Havener's Action Item to craete a CFIG Oreientation Kit was reviewed and approved. Effective this date, all prospective CFIGs will review this information prior to a checkout by 2 authorized LESC CFIGs.

New Business.

• Gary has an issue relating to his surgery last year that is going to require he take some time off. Kevin Wayt and Mike Havener will cover this Saturday for Gary, but future Saturdays are in question.

• Mike Havener will be on vacation the last week of September. There needs to be coverage for Sunday the 30^th. Gary will check his calendar and provided his condition allows will cover that date.

• The Board needs to draft an official policy regarding LESC rides showing up late. There have been issues where this conflicts with members scheduling of the aircraft.

• A letter sent out by Costello indicates that the CFIGs need to be named on the insurance policy just like tow pilots.
  

  Action Item - Kevin Wayt to bring this before the Board and correct any problems.
  

• Students should be referred to Galen Fisher for Practical Examination. If a student wishes to test with Polly Ridgeway, they will be instructed to get thier recommendation at Warner Springs since thier operations are so different than ours.

• Mike Havener suggested that we invite Galen to our CFIG Meetings at least a couple of times a year if not every month. This will allow some cross checking on diffienctcies Galen is seeing and help us to modify our training program.

• Richard Ensign suggested that we invite Galen to all LESC social functions. That way, the first time our students meet him won't be for a test. Hopefully this will help with the stress associated.

  Action Item - Richard Ensign to invite Galen.

• Kevin Wayt is still working with Jim Payne for a presentation to be held locally. Kevin will determine the dates that work for Jim and a Mandatory Safety Meeting will be called for all Student Pilots. Any other pilots may attend.

• September Action Items covered:

  1. Richard Ensign has invited Galen Fisher to our monthly meetings.

  2. Kevin Wayt's action item to bring up the CFIG insurance issues and the rides vs member scheduleing policy before the Board has been done. Now the issues are in the Board's hands.

New Business.

• Kevin Wayt started the meeting with the prospect of closing down one day durring the week (probably Wednesday) if not both. Without adiquate CFIG coverage, Tow Pilots sit on the ground while student pilots cannot fly. There's not enough justification to keep operations open under these conditions.

• Kevin Wayt asked Galen Fisher how they supervise Solo Student Flights at Hemet. Galen explained there procedures and they are almost identical to ours where the student is required to sign-in and be briefed by a CFIG before flying solo. The only difference is that LESC's insurance requires this before each flight while Sailplane Enterprizes insurance only requires this once per day.

• Galen Fisher brought the Private Pilot, Glider Practical Test Standards with him to answer any questions the CFIG staff might have. As we weren't aware of this, we weren't prepared to ask any questions. Galen and the rest of us will come prepared for this next month. However, Galen started some discussion of the inturptretation of the PTS as it pertains to stalls. The PTS states that the student will intiate a flight attitude that will result in a stall, then recover smoothly at the stall. This is open to some question as to what this really means. While there was no real consensous, it's clear that Galen is looking for a smooth stall recovery and jerking the stick or entering into a secondary stall is unacceptable.

• Instead of covering the PTS, Galen started some interesting discussion on other topics. One of the most intersting was to topic of glider to tow plane signals, specifically the glider can't release signal. The debate was how does the tow pilot signal the glider that he understands that the glider can't release and what should be done at that point. This was an incident that actually occered at Hemet and caused some confusion. After several opinions and ideas, it was agreed that what the signal really means is for the tow pilot to release the glider immediately (just like the tow plane rocking it's wings means for the the glider to release immediately).

• Kevin Wayt is still working with Jim Payne to come down and talk to us. Galen expressed interest in this and said we should post this information at Hemet when the dates are set. Kevin thought this might happen sometime this fall.

• It was suggested that we invite Galen to give a seminar to students, CFIGs and any intersted party on what to expect when they come to him for a Practical Test. He was agreeable but scheduling could be difficult since he is a salaried employee at Sailplane Enterprzes and needs to be there durring normal operating hours. It was suggested that we perhaps do this at Hemet after operations have closed down for the day.

New Business.

Due to the low number of attendees, there wasn't much to discuss this month. Rather than focusing on strickly instructional issues, general club operations were addressed as well.

• In the past, there was discussion of monthly "seminars" to be held be the CFIG staff. So far, this hasnot happened. It was suggested that we put together a schedule for the coming year of ALL club activities and social funstions to help facilitate these events. This list should include, but arenot limited to:
  
  Quarterly Membershp Meetings.
  Monthly Exeuctive Board Metings.
  Monthly CFIG Meetings.
  Monthly CFIG Seminars
  BBQs
  Fun Contests (spot landing, race around the DZ, ...)
  Civil Air Patrol weekends.
  Boy Scouts.
  

  When the new pilot qualifications for each aircraft were developed, the decision was made to "grandfather" those pilots already flying particular aircraft until December 31, 2001. This date is rapidly approaching and those pilots who still donont meet the qualifications willnot be allowed to fly those particular aircraft. This pplies mainly to student, and the most restrictive qualification exist for the Pilatus. We need to make these pilots aware, and ensure that they meet the new requirements before they are allowed to fly in 2002.

Note: This meeting was held soon after the Board election of 2002 officers and just before lunch. Local folklore indicated that three of the four above CFIs would not be available for the monthly Friday night meeting on 7 Dec and they decided to hold a meeting on site and cancel the December Friday gaggle but return to the regular First Friday schedule in January 2002. Mike agreed to advise Dave Bowden, Kevin, Richard, and Scott of this change.

Discussion:

• 90 Day Solo Currency Endorsements. It was agreed that 90 days is too long to go without dual to help prevent the student from developing unacceptable flying skills and judgement. It was decided that 42 days and a logbook entry was appropriate.
  Mike generously offered to and has since produced logbook stick-on labels for this purpose. Thanx, Mike.

• Student Tasking: It was agreed that the 42 day endorsement would include the CFI tasking the student achieve some goal during those 42 days, especially focused on obtaining a pilot rating.

• 1 January 2002 Grandfather B4 PIC Drop-Dead Date. Those who have not met the current LESC PIC requirements will not be authorized to fly the B4 after 1 Jan 2002. It appears that most of the grandfathered members have yet to met these equirements. The CFIs will maintain a careful watch on and enforcement of this requirement.
